Wonka does not have enough money to rent a place, so he follows Bleacher to Mrs. Scrubitt's house and signs a contract to stay there for one night. The next morning, he discovers that he is in debt and must work in the laundry room to pay it off. He believes he can earn enough money to repay Mrs. Scrubitt by selling his chocolate. Wonka begins selling his "hoverchocs" to the public in the square. The public is intrigued by his flying chocolate, but other chocolatiers immediately call the police to seize his profits for selling chocolate without a chocolate shop.

Incapable of paying off his debt, Wonka is compelled to labor in the laundry room with the other workers every day. Wonka befriends Noodle, an orphan is was also forced to work in the laundry room. Wonka gives Noodle her first piece of chocolate and promises her a lifetime supply of it, while Noodle agrees to teach him how to read. To create exquisite chocolate, Wonka requires an uncommon ingredient: giraffe milk. Noodle and Wonka sneak into the zoo and obtain milk from a giraffe. Wonka wants to expand his company, so he seeks the assistance of the laundry room workers. He constructs a machine to automate the laundry work, so they can sell chocolate outside while still having time to do so. They travel around the city through a tunnel so they can conceal it underground when the police arrive. Wonka has also found out an Oompa Loompa named Lofty who has been stealing his chocolates, but he is unable to capture him. Lofty reveals that he steals the chocolates because Wonka stole their cocoa beans years ago.

Their plan was successful until someone discovered their trick. They find it hard to sell chocolates the old way, so they decide to use their earnings to rent a place to sell chocolates officially. The grand opening draws lots of people to the store. However, some customers starts growing weird furs after eating the chocolates, and the situation quickly escalates into chaos. The situation gets out of hand and eventually burns down the store. It is revealed that Scrubitt has added Yeti sweat to his chocolate.

Wonka knows that his business has failed, so he accepts the offer proposed by the chocolatiers. They will pay off the debts of the workers on the condition that Wonka leaves town and never sells chocolate again. On the boat, Wonka realizes that Noodle is a member of Slugworth's family, so he is worried that she might be mistreated. He jumps off the boat and assembles the group to rescue Noodle.

To get back at the chocolatiers, they come up with a plan to get the accounting book that details their bribery records. Wonka and Noodle sneak into the cartel trying to steal the book. Slugworth reveals that Noodle was a daughter of his late brother. He has been pushing Noodle away to keep her away from the family fortune. Lofty rescues Wonka and Noodle from being drowned in chocolate. They submitt the accounting book to the police and release their chocolate from the fountain. Wonka finds Noodle's mother and helps them reunite. Wonka still has the dream of producing the world's best chocolate, so he decides to build his own chocolate factory.

It is important to follow your dreams and pursue your passion. It is never easy to get out of the comfort zone. The journey of how Willy Wonka becomes the best chocolatier is a demonstration of perseverance and determination. He never gives up his dream despite of the obstacles.
